Using chemicals such as conditioners/baking soda will not remove the burrs. Taking time, patience and a gentle hand will eventually remove the burrs.

Use a comb start at the bottom of the mass (you'll need a metal dog comb) and work your way up a tiny bit at a time. Pull little pieces of hair away from the burr. Keep doing this until the burr is exposed and pull it out with the comb or your fingers.
